Hong Kong universal suffrage has to base on the law, said Hao Tie Chuan, director-General of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’s Government in the Hong Kong S.A.R.

Hao said that universal suffrage needs to follow numerous rules. Chief executive has to be suggested by Nominations Commission. Any person who are qualified according to Article 44 of The Basic Law can be nominated. Article 44 states that “The Chief Executive of the Hong Kong Special Administrative Region shall be a Chinese citizen of not less than 40 years of age who is a permanent resident of the Region with no right of abode in any foreign country and has ordinarily resided in Hong Kong for a continuous period of not less than 20 years.” Also, Hao said that organization nomination is prerequisite and all qualified voters are able to vote for the chief executive. Moreover, chief executive should be appointed by The Republic of China.

“There are no worldwide united standards for setting up the universal suffrage”, said Hao. He claimed people don’t have to find any western professionals to design the worldwide standard about universal suffrage. Hao noted that there are no standard methods or systems which are suitable for all states.

Hao suggested that the chief executive has to show patriotism. He said that chief executive needs to follow the Constitution of China as well as the Basic Law. Also, chief executive has to be responsible for China and must not overthrow the Chinese government. He commented that most of the Hong Kong people suggest chief executive should love the motherland which achieve the consensus with China.

To the topic of the Occupy Central Movement, Hao noted that this is not worth to do so and this movement is harmful at all.
