(A news lead is supposed to be short and terse. Therefore you don't need to spell out the title of Mr Hao in full to avoid bloating your lead unnecessarily. You can call him, for example, a central government's liaison official in Hong Kong. Your lead contains no news content at all because the fact that Hao came to Shue Yan University to give a talk is not as important as compared to what exactly did he say in the talk.)

Hao Tie Chuan: Citizens have no legal basis for nomination

This afternoon, Hao Tie Chuan, Director-General, Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central People’s Government in the Hong Kong S.A.R. come to Hong Kong Shue Yan University and talk about the universal suffrage of Hong Kong.

Because of the Basic Law Committee Li Fei clarifying the five laws about the universal suffrage, Li counseled Hong Kong Government can only discuss the development of the nomination process, the number of candidates and the election. Also, he indicates that the nomination committee system cannot be shaken, it is considered citizens and political parties to nominate nomination are no legal basis.

Li has also said that if ensure that certain factions turnstiles can be a candidate, would undermine the right to choose and the right to nominate the Nominating Committee. He think that the reference of the Committee without interfering, the recommended way is acceptable to citizens to be elected the post of Chief Executive candidates.
