Hao Tie Chuan agrees with Li Fei

Hao Tie Chuan, the director-general of the Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples’s Government in the Hong Kong S.A.R., said the universal suffrage plan for the 2017 chief executive elections is identical to the international standard.


Hao said the universal suffrage should follow some principles, the first one is, the suffrage should run based on the rule of law. He agrees with Li Fei from the Standing Committee of the National People's Congress, who suggested regulations for the suffrage plan, such as all electors have the right to vote. "These regulations are identical to the international standard of universal suffrage." said Hao. "The one person one vote setting fits its core values, which are 'universal' and 'equality'."


However, he said there is a "important uniqueness" in Hong Kong's universal suffrage plan, that is different to some western countries. It is the nominating committee, he said. Hao said it is a must to keep the system of nominating committee, in order to balance the qualities of candidates. He also said there is no unreasonable limitation in rights of being nominated. He thought Hong Kong do not need to find western experts to decide a international standard plan for us, since the suffrage systems in western countries are also not the same, there is no unified answer.
