Hao Tie Chuan says what Li Fei proposed conforms to international standards

Hao Tie Chuan, the director-general of Department of Publicity, Cultural and Sports Affairs Liaison Office, said that the five basic requirements that Li Fei proposed for CE’s universal suffrage conform to international electoral standards.


Before the public consultation for political reform commences next month, Basic Law Committee chairman Li Fei visited Hong Kong last week, proposing five requirements for the universal suffrage of Chief Executive in 2017.


“The five requirements conform to the international standards, ” Hao said.


He believed that there is no best and universal way for electoral system. The present method of how the nomination committee forms represents the most parties in Hong Kong so far. He did not think there is a need to invite western experts to design a election plan for CE universal suffrage.


“Hong Kong is not a sovereign state, but a special administrative region in China, so it is not suitable to directly imitate another sovereign state’s (electoral) method,” Hao said.

He said Basic Law is subordinate to China’s Constitution. “The ‘son law’ (Basic Law) cannot overtop the ‘mother law’ (China’s Constitution),” he said, and Hong Kong should not become the base for toppling China and the socialism system.
