Former Secretary for Security said 2012 Chief Executive Election candidate Henry Tang Ying-yen takes no responsibility for his whistle-blowing action in the election committee forum held on Monday as he had resigned.

Peter Lai Hing Ling, the last Secretary for Security of the colonial government, s[aid Henry Tang‘s whistle-blowing action - ... this implies that Peter has a comment or insight ot offe rabout the whistle blowing, not just that he is reporting it] against his opponent Leung Chun-ying, saying Leung suggested to mobilized anti-riot police to suppress demonstrators who opposed to pass Basic Law Article 23.

“Tang would be fired if he’s still in the government,” said Lai, “but he left.” Lai said the whistle-blowing action is very common in other countries, “Every President of the USA wrote to tell secrets about the government after resignation.” He said the public would judge if it is not ethical.

Lai said the using of anti-riot police is normal as the government has the responsibility to maintain social order, “Police Tactical Unit patrolling on the street is also a sort of anti-riot police,” he said, “the point is what they did [and what did they do?].” He pointed out that the government should have the right and responsibility to declare force. “Otherwise people may revolt, taking no concern to social order,” He said.

Lai said any judgment based on negative perception toward the police is inappropriate [So... Lai is saying that the police can never be criticized?]. He said the press had the responsibility to show the truth to the society when conflicts happened between policeman and citizens.
