Leung Chun-ying believed the Hong Kong economy has problems in the strength aspect is because of Hong Kong's relative superiority is descending.

In the talk “The character of Hong Kong government in the economic development” Leung said the relative superiority of Hong Kong is descending. China's foreign exchange reserve in the global is in number one. In the stock transaction aspect, most of the interviewees are from mainland, proved that the relative superiority of Hong Kong is being weaken.

Leung also said that the development of Hong Kong economy is facing two big limitations. First, Hong Kong is a not free land market, because is monopolized by the government. Second, Hong Kong working population and the capital does not have mobility with the neighbor cities.

When Leung talks about another center of gravity, he suggested Hong Kong should refer to the other three East Asian Tigers. In recent years, South Korea government positively developed the film industry; In Taiwan, the government carries out the high salary industrial policy; In Singapore, the government directly invests important industry, like airbus A380, DBS bank and so on.

Hong Kong government is responsible and affordable to improve the economy, since all governments are working on it. Also, don’t believe market power can keep the economy in a good state.
