Hong Kong Government Lacks Political Elite

CY Leung has been the Chief Executive over hundred days. The Hong Kong government seems not to win back the support from the citizen. Li Pang Kwong, the Director in Public Governance Programme of Lingnan University, criticized, "Hong Kong administrator is lacking of political intelligence."


Li took part in an Academic week yesterday in Shue Yan University. He said, Hong Kong Government needs a systematic training to cultivate the political elite for the senior administrators. Although CY Leung proposed to maintain an administration college, it could not be the destination. The administration college only provides the training for the Administrative Officer. Li suggested the government should offer the technical training in Universities at the same time, so that they can maintain the better training system to teach more political elite.


Li criticized the government's decision on selling the operation right and occupation right of shops in public estate to The Link Real Estate Investment Trust. He explained that the government only considered the benefit in economy, but ignored the way to adjust and balance the social conflict when the economic recession occurs. This showed the level of skill set and mindset of administrators are low.


Li said that the level of local administrator officers is far lower than that of foreign administrator officers sent by Britain before 1997. He mentioned that when Hong Kong was colonized, the foreign administrator officers is senior that the local because only the University students from English Literature could be picked to be administrator officers, instead the foreign administrator officers were studying philosophy and well-trained. The difference between both was showed by the government's mistakes after handover.
