(Lawlessness is a noun so it is not correct to say "can lawlessness". "The government can become lawless" is more appropriate. The first time when you mention anyone, always tell your readers who that anyone is. So it should be "the Chief Executive CY Leung". "Stage" the law? No. We can say enact the law, introduce the law but not stage the law. And why do you write his name as CHU?)

CHU Fuk Keung, Former Director, Government Records Service of Hong Kong pointed that CY Leung afraid of archives law regulating himself, and will not to stage the law.

'File is the evidence of thing, now the government will slow to stage the archives law, the purpose of that is not leaving evidence to regulate themselves', said CHU, 'Before CY election, he expressed that Hong Kong needed to stage this law, but now we could saw what this man has done.' Besides, CHU said that in the future he will apply to the court injunction to prohibit burning for the archives of occupied movement and in order to make people know the fact that government could destruct the evidence.
