Hong Kong has failed to carry out successful population policy [Great headline!]



The next Chief Executive is about to be elected. People have high expectation towards the next government, hoping the government will be able to solve the existing social and political problems, “Despite the hottest problem is about the mainland mothers rush to Hong Kong for bearing, the next term of government should get a balance of population policy,” said the Former Secretary for Security Lai Hing Ling when attending a seminar held at the Hong Kong Shue Yan University this afternoon.


Lai explained that the population policy is mainly to predict the future population of Hong Kong and to prepare the welfares for the population. In recent years, a large number of pregnant women rush to Hong Kong to give birth; some of them even use the baby as an excuse to come to Hong Kong illegally.


Lai said it is urgent to deal with this problem, “In the past, the government considered public health and set the rules according to this. The governors only paid attention to obstetrics and gynecology bed spaces. They did not consider the long-term development of population policy,” said Lai. Lai pointed out that the impact of population is shown on every aspect of the society, such as medical and other social welfare, “A good population policy should be able to predict the future population figures and the structure. Hong Kong birth rate is declining. 20-30 years later, the elderly population will be doubled. Lai said it is normal to have aging problem [you hint at it, but should explicitly state what the aging problem is] because most developed cities in the world do not have enough birth rate when they have been developed to a certain extent.


In Hong Kong, the population planning has not been done very well. Lots of pregnant mainland women make use of this loophole [what loophole?] to get benefits. Two solutions have been proposed, administrative methods [such as?] or the explanation of the Basic Law from the Chinese government [I do not even know what this entails, or how it would help], “I do not comment on these two solutions to decide which one is better, but this should be solved immediately and hoped the next CE is determined to solve it,” he said.
