Hong Kong lacked political talent pool

Li Pang-kwong, director of Public Governance Programme of Lingnan University, claimed that Hong Kong lacked political talent because of historical reasons.

During the colonial era, most political decisions were made by colonial service officers from UK. Hong Kong local administrative officers were only responsible for the executive part. Therefore, there is a succession problem of administrative management after the handover.


Li said “After 1997, the Hong Kong government did not realize the problem of the lack of political talent. They did not have the political talent training system. Without the think tanks and efficient management, the development of government will face the big challenge.”


Therefore, Li suggested the government to create a political talent pool by initiating the setup a School of Administration in order to nurture future political talents. He added “The establishment of the schools is not the final stage. Government should continue provide more platforms to the people who interested in political affairs.”
