Hong Kong lacks outsourcing production, said CNEX

CNEX manager said that Hong Kong shows less participation in their pitching because of the lack of outsourcing from local broadcast institution. She also indicated that the censorship in mainland China is not a factor in their judgment to candidates.

CNEX is a foundation aims at funding Chinese to produce documentaries about local issues. Ada Li, the fund manager of CNEX indicated that, compared with Taiwan and mainland, Hong Kong shows less participation in their pitching. She explained that this is because there is a lack of outsourcing in local broadcast institution. “Only RTHK provides outsourcing funding to independent producers while the others only make by themselves or buy documentaries from other institution,” said Li. This makes there is not a trend and culture of pitching.

As mainland has censorship over movies, Li indicated that the judgers were worried that the documentaries which talks about some controversial issues may be blocked by mainland. But later they decided that if the stories are worth to be produced, they will decide the broadcast channel after finishing the documentaries. Li cited a stories called Land Collapse as an example, “The story talks about Tofu-dreg project, which is a controversial issue in mainland,” said Li, “but after we are told the story, we thought it was powerful and it was worth to let people know more about this issue,” The documentary was released in Oct 2012.
