“Bureaucrat system brings advantages to human rights protection.” Law Yuk-kai, the Director of Human Rights Monitor, pointed out there was no department responsible for human rights or high-level conference.


Other than building up a human rights department, Law thought education on human rights was also important. He mentioned the government did not take the responsible on human rights education. Therefore, he promised Human Rights Monitor would bring a set of related theme broadcasting to secondary school students to give them a chance to know more about human rights.


How about the legislation? Due to the different points of view from different political parties, Law thought the Legislative Council was hardly to represent the public and be the gate-keeper for human rights. “Freedom can be protected via law, but also be exploited by law,” he said.


Although there are so many NGOs (non-government organizations) defending for human rights, which they even have the power to make speech in the meetings in United Nations, Law hoped a Commission on Human Rights would be established with independence, diversity, powerful and sufficient resources.
