"The universal suffrage adopted in other countries cannot be used directly in Hong Kong as Hong Kong is a city, not a country." said Hao Tei Chuan in Shue Yan University this afternoon.

Hao, the Director General of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central People's Government in the Hong Kong SAR explained, Hong Kong should follow the Basic Law when implementing the universal suffrage. Hao doesn't advocate the citizen nomination or the nomination by political parties, he said there is no references of these kinds of nomination can be found in the Basic Law.

Hao said the chief executive in Hong Kong has to take many responsibility, he should be responsible for the system in Hong Kong, for Basic Law and for Hong Kong as a whole as well. He is also responsible for executing the order from Beijing in Hong Kong.
