Hong Kong should change its mind of money management

Hong Kong, 07 Feb –Last week, Financial Secretary John Tsang delivered his last Budget. Although (he had the introduction-simplify, use intro as verb) of 80 billion relief measures, it had been criticized (as) benefiting the middle class only. Senior financial commentator (x) Now TV, Chiu Sin Chun (criticized that-change to for) the Budget (was with?) no philosophy and no achievements during his speech in Hong Kong Shue Yan University (today’s afternoon?). He suggested the Government should think more (of) the “Expenditure and Revenues”.

Chiu disagree with John Tsang’s conservative policies, claiming that the Budget had no main idea as a whole. He criticized that the Budget was just taking stopgap measures, “it treated only the pain.” He added that there is nothing wrong with the conservative policies when (it is in the difficult situation?-it? what situation?). However, promoting conservative policies is not suitable for now. “Money management should (achieve achievements?); thinking should be bold.”

Chiu also pointed out that the accountability system to governors made them lost vitality and creativity. He explained that the Policy Address released in October last year, just four month before John Tsang’s Budget speech, Tsang could only take up and adopt the Policy Address’ thoughts instead of using his own. “(What Financial Secretary can say?-check grammar)” Chiu asked.

The current financial management principle in Hong Kong is to cut one’s coat according to one’s cloth. Chiu believed that it should be changed to think more of the expenditure and revenues. (Economics?cannot think) thinks of supply and demand. Chiu used iPhone as the example. The Apple Company created smart phones and then the people’s demand rise, and finally it created a huge market. Chiu thought that the Government could first spend money to offer concessions to (article) large consortia. However, they should have repay as the income of the government. (Iphone=concrete example, however it is not clear what the gov't should do)

In addition, Chiu suggested that the Government could provide tax relief to attract companies to the develop “Research & Development”, training more talents to raise the level of knowledge of Hong Kong. Nevertheless, Chiu complained that John Tsang only abide by the Basic law, adhere(vt) to old-fashioned financial management principle.
