Hui Ping said Hong Kong need to increase its aviation throughput in order to be more competitive among nearby cities, so the third runway was necessary.

According to the 2016-2017 Budget, the Airport Authority Hong Kong (AA) is carrying out the three-runway system (3RS) project, expected to complete in eight years. HK$141.5 billions will be allocated on this project.

Upon full operation of the 3RS, the airport will be able to handle 100 million passengers and nine million tonnes of cargo annually in 2030.

Hui Ping, former Chief Editor of Capital Magazine, said, “Horizontal comparing with neighboring cities, they all have intends to build third runway or even finished the construction already.” The existing two-runway system will reach maximum within two years, which may decrease Hong Kong’s competitive and lose its position as a leading aviation hub. So the measure of third runway building was a necessity.

Hui said the reason why cost of third runway was terrain. Reclamation needs to start first. The third runway construction was with the support of scientific facts. If Hong Kong doing nothing but entangled in budgets issue, it will be surpassed by other cities. If Hong Kong want to reach the Asia-Pacific leading position, aviation is the primary goal.
