Secretary for Constitutional and Mainland Affairs Stephen Lam Sui-lung said he will not be the Chief Executive in the future because of self-knowledge.


Although Lam will not become the Chief Executive, he pointed that 2012 Chief Executive election is very important for democratic development of Hong Kong. “For the universal suffrage of Chief Executive in 2017, we need to change the election’s details in 2012 to cooperate,” said Lam. “It’s new for public to recognize and even have the universal suffrage. Also, there are difficulties to obtain a common view for the route and timetable of any elections.”


Apart from Chief Executive, the universal suffrage will be shown in the Legislative Council election in 2020. Lam said the route is important that the details of 2012 Legislative Council election will also be changed. For the universal suffrage of CE and Legco in 2017 and 2020 respectively, Lam believes the new position of Deputy Directors of Bureau and Assistants to Directors of Bureau can provide the chances to train up a group of political talent to govern our society in coming time.


The change of political environment will be changed a lot in coming 10 years but Lam pointed out Hong Kong will not be governed by one party. “The scale of political party is still small. For instance, DAB is the biggest party in Hong Kong but only have 11,000 members. Other parties such as Civil Party, Liberal Party and Democratic Party have few hundreds members respectively.” Lam claims that the ruling alliance may appear in Hong Kong but not monopolized surely.


For the ruling convenience, government always works with political parties especially lawmakers in Legco. Lam said the political parties are essential part of politics in Hong Kong. “The influence of political party is increasing in these years. It represents different opinions and voices in our society. For example, we need to obtain lawmakers’ support of the budget, so we need all parties’ help but not only the pro government party.”
