“Think Tank” is always heard in news article. But how do people understand that? Yesterday at Shue Yan College, the Executive Director of One Country Two System Research Center Cheung Che Kong said they were different from the policy discussion organizations.
Cheung mentioned that there are three characteristics of think tank. “Private, knowledge studies and become public policy,” Cheung said. He also stated that there is no control between think tank and political parties because both of them were independent. “Think tank and political parties can create good interactivity as they can influence each other but not control.”
“There are some policy discussion organizations in Hong Kong but they are unlike think tank.” Cheung said. He interpreted that people were amateurs and joined the discussion individually and voluntarily. They could not represent the whole organization. They only discussed the issues base on their own knowledge but not prepared to do a research for the issues.
The One Country Two Systems Research Center a privately funded research institute, founded in 1990 by individuals of social standing who are concerned with the well-being of Hong Kong. It serves as a non-government public policy think tank. In the future, they will focus on the constitutional development and the economic and co-operative relationship between Hong Kong and China.
