Importing foreign labour

By Jess Lau

18 March 2014

Vice Chairman of Bauhinia Foundation Research Center said that importing foreign labour is beneficial in the long term.

The chairman, Lau Ming Wai, said in a university talk that as there are 800,000 locally born people who are currently living overseas, it is the best time to attract them to return Hong Kong as we are facing economic depression and a low employment rate. He added that Hong Kong should make use of the chance to attract those highly educated people.

Lau added that the current data is not enough for analyzing the effect brought by the incoming mainlanders. He added that the population policy is harder to propose when compared with the housing policy, because the control of supply and demand in housing is much easier.

Lau pointed out that a planning for future social and economic development should be proposed, in order to maintain the stability of the population and labor market, thus facing the challenge brought by the population composition problem.

According to the present population composition data, the effect of population change on labor force growth is analyzed, giving the conclusion that training and keeping talents are essential for development in Hong Kong, and is needed for increasing Hong Kong’s competitiveness.
