Normal Old Age Allowance is stuck in Hong Kong.

Normal Old Age Allowance is to provide a monthly allowance to Hong Kong residents who are 65 years of age or above to meet special needs arising from disability or old age. All elderly must live in Hong Kong and be means-tested unless they are over 70 years old.

Hong Kong elderly who emigrated outside Hong Kong could not receive any allowance from the Hong Kong government. “It is difficult for every emigrant to receive money from our government,” said Matthew Cheung Kin-chung, Secretary for Labour and Welfare.

“Lots of elderly had emigrated outside, not only to the mainland, but also to Canada, Australia and other foreign countries,” said Matthew. He explained the government had considered providing money to Hong Kong elderly outside Hong Kong, but it has to be taken carefully.

“From the point of legalization, we have to take a good care of digesting elderly who apply for this allowance. From the point of finance, a huge amount of money will have to be prepared for extra delivery to them. It may become a great load to our finance system,” said Matthew.

He said the government is studying about the practicability of giving allowances to Hong Kong elderly who do not live in Hong Kong. The answers will be heard in coming years.
