(You have got the facts mixed up. Lau has emphasized that Jetstar Hong Kong Airways is NOT a franchise of the Australian Airline Qantas in an effort to rebuke Cathay Pacific's accusation that it is. The Basic Law forbids foreign franchise to apply for a Hong Kong based airline operating license so how would Lau admit the budget airline is a foreign franchise?)

Although Jetstar Hong Kong Airways Limited, a franchise of foreign carriers, Chief Executive Officer Edward Lau still is confident that government will issue the operating license of the air traffic right.

Jestar is under a joint venture among Jestar Group, China Eastern Airlines Corporation and Hong Kong Shun Tak Holdings Limited. Lau said, Jestar await the operating license for 2 years and it is out of their expectation. He said, Jestar keeps close conversation with the government to follow the whole progress. And they will fulfill all the requirement and regulations from the government.

According to the Hong Kong International Airport record, it welcomed more than 59.9 million passengers and handled 372,040 aircraft movements in 2013. Although people claimed that the capacity of Hong Kong Airport is about saturated, Lau said, they provide passengers for point to point traveling service and seldom provide access service. It would save more area for operation. And he believed, the rise of low-cost air carrier can boost the airline marketing as they will make use of the non-rushing hours of the airport. Yet, Lau stated that the proposed third runway in Hong Kong Airport cannot benefit Jetstar as it is adequate to use the non-rushing hours of the airport.
