John Tsang Chun-wah said he vowed to re-launch political reform and legislate the controversial national security Article 23 at the same time.

John said that it was necessary to complete the "political reform" as soon as possible before the end of the Legislative Council in 2020 and collect the various views concurrently. However, some students withdraw the "8‧31" framework and require "genuine suffrage" and "citizen nomination".

He said that the "8‧31" program developed by the Central Committee (???) would be effective. He admitted that his support to " 8‧31 " has an impact on the election, but he will try to persuade Democrats and other opponents.

In 2003, the Government shelved the controversial national security Article 23 legislation after more than 500,000 people took to the streets. John admitted that the "23" has a large dispute, but the Basic Law set out "constitutional responsibility". It was necessary to amend the law.

He said that his position should focus on the contents of the Ordinance. In the future, he will try his best to explain his position and cater to the needs of the people. He believes that the Pro-democracy camp will understand his views.
