Joseph Yau: HK should introduce new tax

The president of the Taxation Institute of Hong Kong said the government should balance the expenditure through broadening the tax base and suggested introducing Goods and Services Tax (GST).


Joseph Yau attended an academic talk in Hong Kong Shue Yan University this afternoon. He said the society should be ready to discuss about broadening tax base after 2017 because the hot issues would go to the CE and LegCo elections in 2016/17.


According to the budget 2013/14, numerous of infrastructure projects are going to be started. To cover the increased recurring expenditure, Yau suggested the government introducing GST as a new tax which met the principle of “user pays”.


Yau said the departure tax was one of the policies to fit “user pays” but the land departure tax was unfair towards mainlanders. “The new tax should include all types of departure taxes but not pinpoint to mainlanders.” said Yau.
