Yau: Time to have a road map now

Joseph Yau, the president of the taxation institute of Hong Kong, thinks that any new tax policy will be imposed till 2017, suggest that it is a time for having discussion on GST in order to deal with the estimated deficit in 7 years later.

Yau agreed that the tax base in Hong Kong is too narrowed . In 2014-2015 the budget plan, there is a less relief measure. Yau, however, though that there is a need to widen the tax base in order to support its expenditure in long run. He explained that since 2009, recurrent expenditure is continuously increased owing to the act of constancy of welfare on health, social welfare and education. It gave rise to an increase of government expenditure. According to Long term fiscal planning, the economic growth rate of Hong Kong is descending in recently and the estimated structural deficit will happened in 7-15 years. Yau believed that implement of new tax is a way to deal with the structural deficit and imposing good and services tax (GST) may be a way to raise the revenue through taxation in Hong Kong because of the principle of equality. But the details of GST need some room to talk over.


Yau said that there is a road map in every new implement of taxation. ‘After preparation of it, you have to leave some time for public to discuss. And consultation, legislation, implementation, outcome & response and improvement.’ Yau said. He convinced that it takes at least three years in order to finish the process of road map.
