Joseph Yau: widening the tax base is not a matter of overnight

The president of the Hong Kong Institute of Taxation, Joseph Yau, said Hong Kong is one of the world's lowest tax jurisdictions, although it has attracted foreign capital inflows, while making no tax stability of Hong Kong. The new budget proposes to broaden the tax base, requiring the introduction of consumer and Services Tax (GST), but Yau believes Hong Kong will not widen the tax base any time soon.

The main purpose of widening the tax base to stabilize government revenue to meet public demand for more. Yau said about medical residents, for example, he pointed out that the medical expenses of all public hospitals in Hong Kong, only 100 dollars, while many other countries are required to buy health insurance to solve medical problems. Yau said that Hong Kong residents asking too much for the government, no matter what are not met, the Budget also.

Yau said that the need to widen the tax base seven steps, even from the 2017 to start planning, but also need to implement two to three years later. So do not broaden the tax base in the short term. How widening is a question worthy of discussion.
