Lai Hing Ling criticized on current population policy

The former secretary of Security Bureau Lai Hing Ling, criticized the current policy dealing with the immigration and emigration, causing a severe imbalance on Hong Kong population.


Lai said, the recent change in Hong Kong population was not due to fertility and mortality, but the boost in immigration.


He continued, one-way permit allows mainlanders to settle down in Hong Kong. There shows a significant slant in population. He estimated, after 30 years, the local Hong Kong people will shrink to a half among the whole population.


He doubted if the current government and the next government would implement any policies correct this unhealthy phenomenon. [Why is it unhealthy?]


The Hong Kong government only focused on the public hygiene and medical support aspect to deal with the fertility given from the mainlanders. [What should be focused on instead?]


He emphasized, dealing with the immigration problem was not the starting point [Why not?]. Instead the long term population policy should be focused on [What changes does he propose?].
