Lai Hing Ning: Over Criticism Makes Government Powerless

Lai HIng Ning, former Secretary of Security as well as Honorary Professor, Department of Politics and Public Administration, University of Hong Kong was invited to the general assembly of Journalism and Communication Department at Hong Kong Shue Yan University yesterday. "Mass Media was the court of opinion," Lai Hing Ning said. He said mass media was the important and direct communication channel between the government and public. Reflecting public's opinion and monitoring the government were its functions. Lai said mass media should help criticizing but this was definitely not its only and sole responsibility.


"Mass media had become commercialized since Apple Daily was founded," Lai said. He said mode of operation of mass media started to change when Apple Daily appeared in 1995. The content coverage was getting more sensational and obscene which was unhealthy to the public. He said this also brought out the culture of criticism.


Lai said if mass media only focused on picking on the government, over criticism would make it powerless and paralyzed. This caused government officials hard to make decision or need longer time to reach a consensus on social issues. "Mass media should criticize on things were worth of criticism, but not everything. We should leave some space to the government," Lai said.
