Lam Sui-lung agrees to have timetable first

“Universal suffrage needs a timetable first, followed by a route.” A secretary of the government said Hong Kong will have universal suffrage in 2017, after changing the format of current procedures.


The government used to have a route before a timetable for years, but later it is found to be less effective, so the reverse is used to take a step to have universal suffrage this time. Mr. Stephen Lam Sui-lung, JP, Secretary for Constitutional and Mainland Affairs, said the sequence of them are important.


When asked the reason why not put universal suffrage into implementation in 2012, Lam explained that 2012 is a crucial year to prepare for the universal suffrage in 2017. "There are two problems to be solved before we have universal suffrage, the formation of the election committee and the number of councilors in Legco at that time. 2012 would be the best time to promote further democratic development, and now most political parties are planning strategies to nominate in 2012 Legislative Council election.


DAB is the biggest political party in Hong Kong with only 11,000 members, scale of political parties in Hong Kong is small. Their power and voice are not as strong as those in US, lack representations of the public opinion and thus narrowed the scope of development of them. Nevertheless, Lam hopes to have more talents from political parties to join the government which can reflect public opinion, regardless which party they belong to, or if it is competitory to civil servants. "AO can write a better and precise political program, on the other hand, people nurtured from political parties know the best way to call for vote," Lam said the government is going to recruit people with political party's background and experience to be secretary of the government.


Lam is not going to elect for the Chief Executive of HKSAR and said will know the time to come in and move back. “I am passionate with my current duty and I have to take my responsibility to do the tasks ahead”, Lam said.
