Lau Ming-wai: There Should not be any Population Cap for Hong Kong

Lau Ming-wai, vice chairman of Bauhinia Foundation Research Center, said the HKSAR should not set any cap for population growth in Hong Kong since it is not feasible.


Lau pointed out that the number of people that a place can accommodate is directly proportional to the resources and the development of that place. He said these conditions may vary from year to year quickly, however, the cap cannot be changed that fast. Thus, Lau thought that is not attainable.


Lau also pointed out that another problem that Hong Kong is encountering is low fertility rate and the aging population. He said one of the solutions is encouraging immigration of the parents of type II babies.


Lau said since there are type II babies who are permanent residents of Hong Kong, thus they can enjoy all the welfare. He said since those type II babies would compete with local children for education, if the HKSAR do not take any actions, “They all will win, and we (Hongkongers) will lose”


Lau pointed out that the parents of type II babies are usually with high education level and wealthy. Lau said that the HKSAR can take other countries as reference and attract them to be Hongkongers. He mentioned that Hong Kong can gain something needed for example, professional or employment. He said there will be beneficial effects by this way as Hongkongers can gain something from the parents of type II babies, which originally are the burden of Hong Kong.--115047 2014年3月18日 (二) 17:39 (UTC)
