To deal with shrinking labour force in Hong Kong, Vice Chairman of Bauhinia

Foundation Research Center, Lau Ming-wai, suggested that the government import

foreign workers in structural and long-term positions.



Lau emphasized that Research Center encourages the import of foreign labour force

only in long-term positions shortage orderly, while shortage in short period should

not be included. Lau believed that the advantages such policy brings outweigh the

bad.


“If Hong Kong does not import foreign labour force, the employers can only attract

local workers by increasing the wage, while most of the increments will directly

transfer to the customers. It will be a vicious circle,” he commented.



Lau also accused that government does not have enough resources and abilities to

conduct long-term research for future policy, as people spent most of the time

arguing at the Legislative council.


He emphasized that the Center did not plan on conducting surveys about political

reform. In order to make good use of the resources, he believed it is more efficient

to look into other social topics, including high quality childcare services.
