(Lee urged the government shouldn’t intrude too much in the business of social service agencies but isn’t it also true that the government has a right to do so? For example, there is this Key Performance Index (KPI) that all agencies have to abide by if they receive government funding or subsidy. You should also point this out.)

Lee Jark-pui, Chairman of the Agency for Volunteer Service, said the government should not dominate volunteer services, losing the neutral purpose of the services.

Volunteer services is a no-pay job done by those who are enthusiastic about helping society, said Lee.

“If the volunteer services is dominated by the government, the nature of services will easily be twisted to help promoting government policies,” he added.

Lee suggested that the government should help to build up a better social environment, providing more resources to voluntary organization and encouraging citizens to participate volunteer services.

“It can be done by recruiting more volunteers to assist government affairs. The recruitment of thousands more volunteers in 2009 East Asian Games is a good example of how government support but not dominate volunteer services,” he said.
