HKSYU, 16 Oct - In the last few years, Hong Kong has faced a big challenge in metropolitan development, and the shortage of political talents is the most fundamental difficulty, said Li Pang Kwong, the director of Public Governance Programme Department of Lingnan University.

Li gave a lecture in Hong Kong Shue Yan University during the academic week of Business Administration Department yesterday. He indicated that public governance should be improved to deal with public dissatisfaction.

Before 1997, Hong Kong was governed by England, so now Hong Kong lacks the experience to govern itself. "In the meantime, Hong Kong concentrated on economical and business development. It trained a large amount of talents in those fields but no political talents," Li said. However the Communist Party of China (CPC) gave the right of governance to Hong Kong. While the government's ability not equal to it's ambition, the serious problem came out.

"What we should do is seize the opportunity to train political talents," Li said.

Firstly, provide civil servants and other people who interested in it with on-the-job training, he said. And supply comprehensive training in theory and technology for college students in the same time. Besides, Li said politics doesn't mean taking part in election. So there should be more chance for people to practice themself in order that they work behind the scenes and devote themself to public governance of Hong Kong in the future.
