Mystery for delaying the issue of new free-to-air TV licenses

The Broadcasting Authority had originally agreed to approve the new free-to-air TV license for three broadcasters last year, but it is weird that the government has still not issued a clear timetable for when the new licenses would be available, said Raymond Wong, Communications Authority Broadcast Codes of Practice Committee Chairperson, in a university assembly.


Wong mentioned that the final decision of issuing three new TV licenses rest on the Chief Executive and the Executive Council, and Broadcasting Authority only get the right of recommendation, but he does not realize why the government not giving the green light on three free-to-air television broadcasting licenses.


“Mr. So(Gregory So Kam-leung, Secretary for Commerce and Economic Development) said there is still some procedures for them to handle. I really don’t know what he is talking about. I really don’t know any procedure needed to be go through,” said Wong.


Wong commented it is expected that TVB and ATV oppose the new licenses. Wong understood the concern of two existing free-to-air TV operators, but he did not agree with them, while also wondering why the government is so afraid of giving new licenses.


“Do you really believe in the 6:4 scale of TV rating claimed by ATV? It’s true that more people will share the profit while more people getting into the market. The concern is understandable,” said Wong.


Wong also ruled out the possibility of intervention from China government, who is referred to as “the grandpa” by many Hong Kong residents.


“People guess there may be pressure from the “grandpa”. Is it that free for the “grandpa”? I don’t think so,” said Wong.


Wong noted that Hong Kong has free commercial market, and the government has no need to grant three broadcasters operating with profit, what the government needs to do is issuing the license and letting them run by themselves.
