Never use land arrival tax to ban Chinese visitors

Joseph Yau, the President of The Taxation Institute of Hong Kong, objects to use land arrival tax as a way to ban Chinese visitors. He believes that tax should be used for stabilizing income, but not as a policy.

Some legislative councilors suggested charging land arrival tax for eliminating the number of Chinese visitors in Hong Kong. If the policy works functionally, it can raise five hundred millions tax incomes per year. However, Yau deems if the Hong Kong Government wants to broaden the tax base, it should study about charging different kind of arrival and departure tax, but not only land arrival. It is unfair to single out Chinese citizens.

Also, Yau agrees that the original use of tax is stabilizing government income, instead of using as a policy for other purposes. But Yau believes that arrival and departure tax are perfect enough to broaden the recent tax base.
