No Need to Look for any Western Ideas for the Universal Suffrage's Plan

Universal suffrage in Hong Kong could comply with standards recognized by the world, Hao Tie Chuan, the director-general of Department of Publicity, Cultural and Sports Affairs Liaison Office of the Central Peoples Government, said yesterday in an university talk.


Li Fei, the deputy secretary-general of the National People's Congress, who was recently talking about universal suffrage in Hong Kong, had proposed a number of legal provisions for the universal suffrage. He said the nomination results must reflect the collective will of the Nominating Committee; the Chief Executive must be performed by the patriotic people, who could not act against the China Central Government; had to set a maximum number of the official candidates, etc.


Hao said that those legal provisions proposed by Li could comply with the standards of universal suffrage recognized by the international mainstream community. And HAO believed that all the legal provisions mentioned above were fair enough and there was no need to look for any Western experts to design any programs for the universal suffrage.


Hao vetoed the ideas of citizens nominations and political parties' nominations. "It was impossible to implement Citizens Nominations and Political Parties' Nominations in Hong Kong," said by Hao. There was no legal basis to support these two ways of nominations, added by Hao. He thought that the current legal system already provided an institutional guarantee for any eligible person to be nominated by the nominating committee. And again he emphasized that the selection of the Chief Executive by universal suffrage must hold upon nomination by a broadly representative nominating committee in accordance with democratic procedures and in accordance with the principle of gradual and orderly progress.
