Lu told us about the story of how Yan Oi Tong initiated the idea of promoting environmental awareness through the "students ambassadors" program, a rather avant-garde concept in those days that Lu fears would have been squashed today if the law is too tight.)

Mar 5 - Hundreds of party claiming they were non-government organization (NGO) in Hong Kong, however, it was hard to define which one was doing the charity wholeheartedly. Tak-ming Lu, CEO of Yan Oi Tong, said Charity law must be set up within two years.

Yan Oi Tong, a 30-year-old local NGO, provided education, medical and entertainment to the local people in need. Lu said Yan Oi Tong was a relatively big NGO compared with other local charity parties, therefore credibility was created. He said meanwhile there were hundreds of NGOs in Hong Kong but some were not authorized by the government and people were hard to trust them.

“It seems that they are out of control,” said Lu. Lu explained that some NGOs might be fakes and they sold products in the street claiming they were doing charity. Lu then said Charity Law must be set up to protect the real NGOs. He, however, suggested the law should not be tight which would kill the creativity of the NGOs.

“Charity Law is a clear direction and we need it. But we still need to discuss with the government. It may take one or two years,” Lu added.
