Chief Executive CY Leung's recent low approval ratings can be attributed to the late of political leaders and practical training for politicians, said Mr. Li Pang Kwong, director of Public Governance Programme of Lingnan University.

“The lack of political elites is the fault of the present government administration system,” Li said at Shue Yan University on Tuesday.

He said that since the end of colonial rule, Hong Kong lacks a strong political and management base. Even Leung's team has shown to be lacking in political knowledge through the handlings of current social issues, like the launch of moral and national education, said Li. There is a vital need to nurture a group of talented and experienced team for effective administrations, he said.

Li believed the government has to develop a pool of talented individuals, so as to keep the administration system up to date.

“Apart from a degree course of public governance provided in University, it is essential to put it into practice,“ Li said. He pointed out that Hong Kong should move a step forward by providing working experience and opportunities to fresh graduates and potential politicians.

Take USA as an example, he said. It offers positions for political students to work in the White House. Talented individuals receive practical trainings, instead of only theoretical knowledge.

There is a great change in the governance system after the handover of Hong Kong. “Transformation and renewal of autonomy is needed, yet, it requires the support and backup from political teams,” said Li. He stated, CY Leung and his team have to refresh and reformat the governance system, so as to fill the gap existing in the structure.
