The Copyright Bill 2011 is called “Article 23 of internet” by (art) public in Hong Kong, because it treat() the secondary creation as criminal case and people doubt that it is too strict and restricts the freedom of speech.

Geordie Toh, the legal adviser of a network company, said that over strict Copyright Bill might (brought-tense change) negative effect when he attended General Assembly in Hong Kong Shue Yan University. He said every word in the Bill should be accurate to make it clear (that-omit) what is legal and what is not. So that the secondary creation could be encouraged in the legal range, because it shows the creativity of the public.

“The posters and re-create() photos are interesting in the case about (art) illegal basement built by Henry Tang,” Toh said. He thought those secondary creations show the creativit(ies-use singular) and public opinion toward social issue. But Toh said if people copy others’ work and use them for commercial purpose, it should be banned.

Toh said as the final edition of Copyright Bill has not (to be) published, more clear definitions about the contents should be confirmed.
