Parties suggest waste charge should be under $30

Bernard Chan, chairman of the Council for Sustainable Development, said the council is collecting different parties’ opinion on charging households for waste disposal and the only consensus is the charge should be under HK$30.


“The reason why three-color separation bins do not work is that nobody monitors what was dumped inside. So people may dump different waste into the bins arbitrarily,” Chan said.


He believed that supervision is needed when people dump their recyclable waste to make sure that these waste are suitable.


Chan said that the recycling industry needs support from the government. He suggested the government to use part of the surplus to subsidize the industry. If the recycling industry becomes prosperous, rubbish will be worthy collecting, he said.


“If we can make everything acquiring value, recycling will be much easier,” he said.


There is still no consensus on the exact amount of waste charge. Chan said there is no “magic number” for the charge, but most parties tend to set the charge below HK$30 because charging too much may backlash.


Chan said there are many detailed problems to be solved, such as the charge for underprivileged groups and where the recycling centres should set.


“This is definitely a disturbing policy because it changes people’s habits. But more people accept the policy now.” Chan said.
