(Your lead was good and to the point. However, the term "ineffective rulings" has an undertone of a court procedure therefore it was not an appropriate expression here. "Ineffective governance" would be a better term. I don't get the meaning of "The current Chief Executive Leung Chun-ying has been composed for almost 4 months". What did you mean by "composed"? "Deficiency" was not the right word either, "shortage" would be more appropriate. You should cite the Link REIT example to demonstrate how policy formulated by financial point of view could lead to social disaster.)

Hong Kong--“Due to the lack of political leaders trainings since the handover leads to the ineffective rulings in Hong Kong,” said Li Pang-kwong, Director of the Public Governance Programme of Lingnan University .

Li said that there was a serious lack of political leaders since Hong Kong’s reunification in 1997. The current Chief Executive Leung Chun-ying has been composed for almost 4 months. However, some Deputy Secretary vacancies can still be found, demonstrating the problem of deficiency of political talents in Hong Kong, added Li.

Li said government policies direction should focus not just focus on economic benefit, social instead. “The Hong Kong governor only focus on economic development. Political policy considerations often constructed from the financial point of view,” said Li.
