Political conflicts harms citizens’ interest

By Tam Yat Pang

Nov. 27 Member of Executive Council, Law Fan Chiu Fun said that political conflicts in Hong Kong have slow down the efficiency in making policies, which will harm Hongkongers’ interest in long-term.

Law added, it was an unhealthy environment that policies were often pulled down by political conflicts. She said policies should be made even “not yet reached the perfection” for the sake of citizens’ interest, amendments could be made afterwards.

“The enhanced old-age living allowance was still in progress after a long debate, it couldn’t benefit any elderly if policy wasn’t made yet. I am not saying some LegCo members are wasting time on discussion, I see their point. Income and asset declaration limits are really open to discuss, but details can be amended after issued the policy. Now no one benefits from it,” said Law.

She said, Hong Kong was losing competitive edge to Singapore, Shanghai and Beijing. Policies should be made in a faster pace in order to keep the competitiveness of Hong Kong, she used West Kowloon Cultural District development to show that politicians were spending too much time on policy making and “failed to make it right”.

“I have visited some governors and they were tired and felt dissatisfaction because policies were always being banned after a long lobby. For example, we’ve been proposing to add two Deputy Secretary of Departments posts and two new Bureaus to facilitate the heavy workload of departments, and we resulted nothing even we worked very hard on that,” said Law.

Law said that only active participant from youth could change current situation, government was trying to make “cross-generation cooperation” by listening youths comments. She added, the policies to be made in recent years were going to affect the next few generations and therefore youngsters’ comments were important.

“Anyways, it is a hard task to coordinate from different political parties, you will definitely lost weights if you ever worked in this ‘hot kitchen’ for three months,” said Law.
