Political system malfunction undermines Govt

Knowledge gaps of politicians and lack of reform in the current political system are causes for the dysfunction of Leung's government, said Li Pang Kwong, director of the Public Governance Programme of Lingnan University.

The governing team of Leung Chun-ying has taken over the duties for more than a hundred days, but up to half of the Vice Secretaries and Political Assistants vacancies remain unoccupied. Li commented in a talk he had in Shue Yan University yesterday that there is a deficiency in political talents because local politicians are short of insights to decode the factors of success from the past colonial governance.

He said that it isn't difficult to see why there're still a number of politicians who feel nostalgic about British rule, which had a large talent pool and any promotion and training given are well framed as a step-by-step business. ' It is the case in most of the countries, but pathetically, not here in Hong Kong, ' Li added.

' The Chief Executives are not the only ones who are guilty for the phenomenon, but of course, the upper ones bear more responsibility, ' Li said.

Li also blamed universities for not offering adequate and appropriate courses for those who are interested in entering politics.

' It has been so many years that I can see no improvements in courses formulation from local institutions; they are offering programmes merely for public administration but that's for training up civil servants, not political leaders, ' he said.
