Population ageing is the greatest challenge for the next Chief Executive

The former Secretary for Security Peter,Lai Hing Ling said he hopes the next Hong Kong Chief Executive can tackle the problem of population ageing. [And what is the problem?]


Lai said that the population is important for Hong Kong as the local economic development is relying on the population. He predicted the number of elderly in Hong Kong will rise double after a decade. [This is a value neutral statement]


Lai also pointed that establishing the Steering Committee on Population Policy is not enough to solve the ageing problem [what, exactly, is the problem?].


“As I remember, the Committee has only released one report in 2002,” Lai said. “The Committee has not proposed any recommendations which can effectively improve the problem of ageing population.”


As it is, Lai urged the next Chief Executive should focus on the ageing of the population problem first. [And do what?]

[You need to define what the aging problem is, and provide some examples of what should be done. As it stands, your article implies that people getting older is a problem, somehow, and that the government needs to stop it, somehow.]
