Promoting waste reduction is difficult in a ‘place’ rather than a country

Bernard Chan, head of the Council for Sustainable Development, said Hong Kong was only a ‘place’ instead of a country so it was difficult to promote waste reduction due to a lack of supporting accessories.


The council has suggested three plans for waste charging policies in Hong Kong. Chan said incinerators were necessary to cope with wastes worldwide.


Chan said many incinerators in Taiwan were empty because the waste recycling work there was efficient. However, Hong Kong is a far too small place to deal with the great quantity of wastes by burning. Moreover, there was inadequate land for landfills.


Chan said the best way to reduce wastes in Hong Kong is to introduce waste charging. “Only if the value of wastes increases, people would be encouraged to recycle.” Chan said domestic users were charged by measure of capacity where commercial users were charged by measure of weight. “The more wastes they produce, the more they have to pay.”
