The Policy Address released just now introduced quantity-based charging for solid waste.

Based on the principle of “pay-as-you-throw”, it will provide an incentive to reduce and

recover domestic, commercial and industrial waste. Bernard Chan , the Chairman of the

Council for Sustainable Development said today in Hong Kong Shue Yan University that

it is hard to propose the policy as there are many technical problems which should put into concern.


He said the policy introduced is in some way hard to propose, he said Taiwan and Korea

had introduced similar policy for nearly ten years which can successfully alleviate the waste

problems. However, the waste treatment facilities in Hong Kong are too limited that make it hard to propose.


Many citizens criticized the chief executive CY Leung that he did not fulfill his promises in the past Policy Address.

However Chan said he will support CY Leung as he is working for the policy which had been ignored for over 10 years.

He claimed that the policy he is working on requires time to see the effect, consequence may not been seen

before his term of office. 'CY is tackling these problems, but many of them may not be able to solve during

his term of office.'Chan also said that he would not elect for the next Chief Executive, because there is no

incentives and reasons to do such a unfavorable job.
