Providing child care service to solve declining labour force

The vice chairman of Bauhinia Foundation Research Center suggested that more childhood care services, which would free parents to work, can help fill a projected gap in the labour force, which is expected to drop steadily after 2018.


According to the report “Updated Hong Kong Labour Force Projections for 2013 to 2041” from The Census and Statistics Department, the projected domestic labour force participation rates in 2013 is 60%, and it will drop to 49.5% in 2041.


Lau Ming-wai, who is also the Chairman and Acting Chief Executive Officer of Chinese Estates Holdings Limited, gave suggestion to solve the problem of falling labour force. His data was from the report made by the research center and based on the statistics provided by the government.


‘We cannot urge women to work and give birth to a child at the same time, it could not be that perfect,’ Lau said, ‘to solve this problem, the only way is to provide high quality child care, then both parents can work and they are able to share the burden of bringing up a child.’


Besides, Lau commented that Steering Committee on Population Policy is useful, as the committee provide knowledge-based opinion to the relevant department, ‘Under the condition that the departments accept their suggestions,’ Lau said. However, Lau thought the government should first convince the politic groups to support the proposed policy. He said the research center would hand in the report to both government and politic groups, in the hope they accept the suggestion the center made.
