Public lending right would be discussed by October this year

Publishers and writers have urged the government to implement public lending right system, which require the public library to pay for its collections’ lending right. Derek Lee, Hong Kong Public Lending Right Alliance Convenor, hoped to discuss this issue in Legislative Council in October.

The Public Lending Right Alliance formed by different writers and publishers has handed in their proposal to Ma Fung Kwok, Chairperson of Panel of Home Affairs in Legislative Council, urging to discuss the issue, and hoping to implement it in next financial year.

“We are still discussing the details of it (public lending right system),” Lee said in Shue Yan University yesterday, “We have not discussed about the price for the right yet.”

Lee thought Hong Kong’s public library should pay more than selling price of its collections – books from local publishers including textbooks, comics and literature products – since library has provided these collections to public, leading to loss of copyright owners.

“Lend right should belong to copyright owners,” Lee said, “And the price may not be very expensive, let say a few dollars for each lending time.”

Lee said foreign system concerning public lending right can be used as a reference, but need to amend some details.
