Regarding the development of northeastern New Territories, Pun Kwok-shing, former Director of Planning of HKSAR Government said part of citizens have to make inevitable sacrifices for better development of Hong Kong.


The government's development plan for the northeastern New Territories supposes to develop the rural area in Kwu Tung North and Fanling North to meet the long term housing needs and provide employment opportunities. The construction expects to initiate in 2017. However, the plan is highly controversial, especially opposed by inhabitants there.


Pun said that the plan was suggested in 1980’s in view of the continuous growth of population. But citizens at that time did not pay much attention on the plan.


Pun pointed out that inhabitants, real estate developers and politicians all have their own opinions on the development. “It is impossible to develop somewhere without affecting anyone. There would not be a plan that can fulfill the needs of everyone,” said Pun.


Pun added that the development of Sha Tin and Tuen Mun, which were rural areas long time ago, did not face much obstacles and they now become successful new towns. He believed, “Some of the citizens have to make inevitable sacrifices for better development of Hong Kong.”
