Raymond Wong, Chairman of the Communications Authority Broadcasting Code of Practice Committee, said they asked the government for licensing, but no response.

City Telecom(HK) LTD (CTI), PCCW and I-Cable applied to the government for free TV licenses, but had no response. Raymond Wong said that the scope of TV licensing is out of control by the Office of Communication.

“We have recommended the Chief Executive and the Executive Council to tender out three TV license,” he said. “Communications Authority Broadcasting Code of Practice Committee has no right to distribute the license, but only the Chief Executive and the Executive Council can.”

In response to what Gregory So, the Secretary for Commerce and Economic Development Bureau, said that the scope of TV licensing should be handled with care because of the need of approval and the approval was not yet completed. Raymond Wong said he did not understand what Gregory So said at that time.

“I really don’t know what he was talking. The authority has recommended before, and now we has also recommended. Our mission is finished,” he said.

Raymond Wong also pointed out that the society has an excessive use on the word “political pressure”. “Nowadays, the term ‘political pressure’ has been overused. The mainland government does not have that much time to be involved in all affairs in Hong Kong. And the society should not explain affairs by using ‘political pressure’ every time,” he said.
