The chairperson of Communications Authority Broadcast Codes of Practice Committee Raymond R. Wong made scathing remarks against the editorial policy of Apple Daily, adding that its "so-called news" is a kind of propaganda.

From late August to early September, Apple Daily used a series of headlines to arouse public’s attention to the national education. In September 7, hundreds of thousands people assembled outside the Government Central Office, asking for recall of the new subject.

"The headline itself is an editorial. It accused the government brainwashing, but meanwhile it's choice of word was already brainwashing," Wong said,"it's not news. It's a kind of promotion. It's propaganda."

It is understood that Apple Daily was the one he was criticizing, which is known as a Pan-democracy newspaper, though Wong only said that was a second best seller, adding that its biased and distorted news is affecting hundreds of thousands people.
