Raymond Wong, the chairperson of Communications Authority Broadcast Codes of Practice Committee who said he supported the government to open up the television market.

Ricky Wong Wai-kay, the chairman of City Telecom had submitted its bid for a license more than three years since, alongside rival bids from subsidiaries of PCCW and i-Cable, the government has yet to issue any new free-to-air licenses.

Wong said, Gregory So, the Secretary for Commerce and Economic Development had said there were many procedures and consideration in dealing with the problems of license. However, Wong thought the government used many times of “political pressure” for any explanations so it was not the main reason for the government’s delay in issuing new free-to-air licenses.

Meanwhile, Wong said he had predicted TVB and ATV would reject the government to issue any new free-to-air licenses since they were afraid of decreasing company's revenues. However, he said there should be more chance for citizen in Hong Kong as Hong Kong is a free market to admit different TV stations.

“News is the soul of the station.”Wong said. He thought that news is so important for the TV station so he hoped other free television would put more money and resources in news.
